Mobility Access Pass
Accessible Transit for Residents with Qualifying Disabilities

The Mobility Access Pass provides free fixed-route transit passes for Malheur County residents with disabilities. At this time, passes are issued through our partner agencies, EOCIL (Eastern Oregon Center for Independent Living) and Lifeways. Additional accessible transit options - such as paratransit and door-to-door services - may be available through an eligibility review.
WHO CAN APPLY
This program is for Malheur County residents with disabilities.
Eligibility requirements and documentation are determined by our partner agencies.
HOW IT WORKS RIGHT NOW
- Partner agencies conduct all eligibility screenings
- Approved individuals receive free-fixed route passes directly from the agency
- Additional rides options may be available through their review
- Malheur Moves will transition to issuing passes directly in the future
