OREGON PROJECT INDEPENDENCE(OPI)
Oregon Project Independence (OPI) is a state-funded program that helps older adults who need help taking care of their daily needs continue living independently in their own homes. OPI serves Oregonians older than age 60 who do not receive most Medicaid services.
To qualify for OPI, a person must need some type of in-home assistance based on an assessment done by an MCOACS Case Manager. This assessment determines a Service Priority Level which in turn helps the Case Manager determine the number of hours of assistance.
The maximum number of hours a person can receive under this program is 10 hours per month. Participants may pay a co-payment based on a sliding scale determined by their income after medical expenses are deducted.
This program can help with Home Care, Personal Care, Home-Delivered Meals, Minor Home Modifications, Emergency Response Systems, and Case Management.

Oregon Project Independence-Medicaid (OPI-M) is a recent expansion of OPI that is supported by federal funding. It is open to people 18 years and older who need support in meeting their daily needs.
To qualify for OPI-M, a person will complete an assessment with an Aging and People with Disabilities (APD) staff member to determine if in-home assistance is needed as well as a review of their income and other finances.
- The current income and resource limits to qualify is $5,217 per month (which is 400% of the federal poverty level) and up to $94,523 in resources (such as a savings account) and a home value up to $788,000.
- There is no estate claim for this program, meaning the State will not try and recover the cost of care.
This program can provide up to 40 hours of in-home care every two weeks. There is no cost for this program, if you are determined to be eligible, the program is free.
